| 摘要 | 越南自1986年實施「革新」（Đổi mới）的改革計畫後，教育由集中管制改為開放政策，以培養國民能力合乎國家發展的需求為重點，其間之教育革新運動，包括推動全民教育、強化普及教育、重視弱勢族群的教育機會、改革課程教材和教學方法、革新教育管理、強化培育訓練課程等各層面，對越南的教育發展影響極大。 本文將深入探討越南義務教育和普及教育的發展趨勢，描述其教育現況、問題與解決方案，提供台灣對越南基礎教育之認識，以利於台灣教育對越南之拓展。 本研究結果對台灣教育政策之參考評估：（一）、提供台灣對越南基礎教育之認識，以利於台灣教育對越南之拓展。（二）、越南之小學學制為5年級、國中學制為4年級、可供臺灣未來國中、小學制改革之參考。（三）、越南目前在正積極在推行普及小學、國中與高中之教育，並向下延伸普及5至6歲之幼稚園教育，與臺灣推行十二年國民基本教育及整合幼托教育有其相似之處，雖在政策之廣度及深度皆不如臺灣，但可見出普及化普通教育（國小、國中、高中）實為世界之趨勢。（四）、越南正進行研究依據教師教學成效而分級給薪之制度，並加強教育品質及教師評鑑政策，可供臺灣參考。 |
| 摘要(外文) | In 1986 Vietnam implemented the policy of "innovation", education also transformed from central management to open-orientation in order to match the development of the state. This "education innovation" included to implement "Education for All", to universalize general education, to pay attention to the education of disadvantaged group, to reform the curriculum and teaching method, to innovate the mode of educational management, etc. It affected greatly the educational development of Vietnam. This paper was to investigate the development situation of the compulsory education and universalizing education in Vietnam, to understand its question and the solution way. The results could provide to us the knowledge about the elementary education in Vietnam, and be advantageous for us to expand our education in Vietnam. |
