摘要1.內容   本研究主要採用問卷的方式調查我國國民中學及小學使用自由軟體的現況及意見。教育部統計資料顯示全臺共計3608所國民中學及小學,本研究寄發全臺所有學校,總計回收2531份,回收率為70.1%。   主要研究結果發現:(1) 約四成的國小及三成六的國中資訊教育課程以自由軟體為主。僅有百分之十四的國中及百分之十九的國小受訪者持對資訊教育課程完全使用自由軟體持正面態度;(2) 百分之四十五的國中及百分之四十的國小所使用的自由軟體來自EZGO光碟,且百分之三十九的國中及百分之四十三的國小認為EZGO 光碟能夠滿足資訊教育課程的使用;(3) 教師認為自由軟體有助縮短數位落差,但比較不好使用。如果學校經費充裕,教師會儘量採購並使用商用軟體,而且學習商用軟體對學生未來比較有助益。但教師還是認為學習自由軟體與一般商用軟體,學習成效是差不多的;(4) 超過七成七的資訊教師參加過自由軟體相關的研習,但一般教師中六成的國小及僅四成三的國中教師參加過自由軟體相關的研習。同時近六成的教師認為自由軟體的研習課程不足。2.對教育政策之建議與貢獻:(1)立即可行性建議   從研究結果中發現近六成的教師認為自由軟體的研習課程不足,且大家對於研習主題以自由軟體的教學範例有最高的關注。擴大辦理自由軟體的國民中小學教師研習,增加教師對自由軟體的認知及使用經驗將有助於學校校務行政及課程教學。(2)中長期建議   無論教師或學生在校園中所能接觸的資訊環境應能提供跨平台的友善環境。但現階段許多資訊服務受限於早期開發或未能考量跨平台的需求,自由軟體無法在此環境中推行。未來各項資訊服務,包含系統建置、教材開發及各項文書傳遞都應該符合國際化標準,讓學習不受限制。   國際上的自由軟體難以完全符合臺灣的教學環境,國家應有建置適用於我國之自由軟體教材開發政策,讓學校的教學不受特定軟體所限制,並讓所有的學習課程都有適合的自由軟體支援。
摘要(外文)Content:   The main purpose of this study is to investigate the implementation of free software and the suggestions of teachers in primary and junior high chools. The questionnaires were mailed to all of the junior high schools and elementary schools in Taiwan. From the data of department of statistics in ministry of education, there are 3608 schools in total. 2,531 questionnaires were received and the return ratio is up to 70.1%.   The main findings in this report are summarized as follows: (1) Main software in computer education is free software for about forty percent of junior high schools and thirty six percent of elementary schools. Only 14% of respondents in junior high schools and 19% of respondents in elementary schools agree that all software used in computer education is free software. (2) 45% and 40% of software used in junior high schools and elementary schools, respectively, is from EZGO CD-ROM. But EZGO CD-ROM can meet the needs of computer education for 39% of junior high schools and 43% of elementary schools, respectively. (3) School teachers think that free software can reduce the digital divide but is worse for usage. They will purchase the commercial software instead of free software if the school funds are sufficient. In addition, school teachers agree that students learning the commercial software can help themselves for the future but the learning effectiveness of the commercial software and free software is comparable. (4) Above 77% of computer teachers have participated in the workshops for free software. Only 43% and 60% of non-computer teachers in junior high schools and elementary schools, respectively, have participated in the training courses for free software. At the same time, about 60% of school teachers think the in-service courses for free software are insufficient.Recommendations for policy:   From the results, we can find that about 60% of school teachers think the in-service courses for free software are insufficient and the teaching example using free software is the most concerned in teacher training courses. A feasible suggestion for policy is to increase the in-service programs of free software for school teachers. This can increase teachers' cognition and experience for free software and help them for teaching and school administration.   The information services for teachers and students in schools should be friendly and cross-platform. Many information systems in progress may be designed in old fashion or are not cross-platform. Free software cannot be used in such an environment. Another suggestion for policy is that cross platform should be concerned in web service development. All digital materials used in schools can be transmitted and accessed in such an environment.   There is much free software in the internet. However, most of them are not designed for Taiwan's students and teachers. An educational resource center of free software should be constructed in future. All suitable free software for teaching and learning can be found in this center.
