Biography

Hsiu-Hsi Liu is an associate research fellow at the Research Center for Education Systems and Policy of the National Academy for Educational Research. Liu's areas of expertise are educational policy analysis, higher education, and educational finance.

After graduating from the Department of Accounting of Fu Jen Catholic University, Liu was employed in accounting firms and finance departments of private corporations before enrolling in master's and PhD programs at the Education Department of National Taiwan Normal University. Liu was also employed as a research assistant at the Center for Learning and Teaching of Tamkang University, where she gained practical experience in assisting with university operations. After receiving her PhD degree in 2009, Liu was employed as assistant research fellow at the National Academy for Educational Research, and was promoted to associate research fellow in 2014.

Liu's research topics include higher education finance reform, policy analysis of tuition fees, the performance of student loan programs, indicators of the equality of higher education, and higher education quality assurance. Most recently, Liu's research projects have focused on issues relating to funding allocation for indigenous education and intellectual capital in universities.
