摘要  本計畫為兩年期「學校本位經營之理論與實踐---以花蓮縣教育為例」之子計畫之一,期望透過對學校本位經營的「教師聘任」與「財政制度」兩個層面的探討,提供落實學校本位經營的具體建議。 在教師聘任部份,我們建議將學校本位教師聘任的權力,歸屬於各校校長,而非歸屬於無責任負擔之教師所組成的委員會;而各校校長的遴選,由各校教職員及家長代表組成的校長遴選委員會。 在財政部份,我們建議學校本位的財政制度設計必須強調教育理念的論述與教育結果的關連,並根據國外需求本位公式(Needs-based formula)的設計理念,以及國內目前學校經費分配制度的檢討,設計一套適合我國的學校本位財政制度。
摘要(外文)  There are two parts in this study. One is the design of an ideal school finance structure and the other is teacher appointment process of school-based management (SBM) schools. This study uses literature review, survey and group interview to collect data. We recommended that principal at SBM's school should have power to appoint teachers. For check and balance, we also recommend that the appointment of principal should be the responsibility of principal selection committee, composed of representatives of teachers and parents. For financial system, we recommend that the design of any SBM's financial structure should relate to educational considerations and students outcomes. We then design a needs-based formula for Hualien's schools.
