摘要  本文主要探討教育政策發展對於學生學習核心素養的支持性。依據國際教育政策發展進行分析後發現,教育政策的發展主要以「適應環境變遷」為主,具備「獨立自主行為」為輔。而當前國際教育政策為了配合「適應環境變遷」,對於學生核心素養的發展上,主要投入於培育學生「能使用工具溝通互動」為主。對於協助學生「能在社會異質團體運作」及「能自主行動」之相關政策,支持性略為不足。
摘要(外文)  According to the analysis of international education policy, one finds that the policy development environment is the factor determining the change of contents, and then influencing the consideration of student key competencies. The main objective of education policy of key competencies is to cultivate student's capability of using tools interactively, and to enable students and citizens to obtain education opportunities and basic living skills. However, such education policy has limited effect in supporting students to live in socially heterogeneous groups and to act autonomously.
