| 摘要 | 大學分類可以引導大學發展的方向，大學分類與政治環境、經濟條件、社會文化息息相關。了解其他國家進行大學分類時所運用的方法與指標，有助於以更客觀的態度來看待與利用這些分類的結果。本計畫旨在歸納整理主要參照國家（美、英、德、法、新加坡、日本、中國等）的大學分類系統，與臺灣目前大學分類的方法，提出相關的政策建議，作為未來進行大學分類時的參考。本研究以主要參照國家的大學分類系統與指標理論為研究核心，採用文件分析與專家訪談方法，探討主要參照國家大學分類系統的源起與內涵、針對主要參照國家大學分類的結果與討論進行分析，建議提供政策誘因，引導大學在分類基礎下，善用各自優勢資源，發展特色，提升競爭力，並應持續研究各國與臺灣有關大學分類的後續發展與相關政策。 |
| 摘要(外文) | The study analyzed university classification systems, university classification methods and indicators. The study aims to generalize the importance of universities classification systems and indicators in other neighboring Asia countries such as Singapore, Japan, South Korea, mainland China, Hong Kong and the United States and major European countries' university classification system, leading to policy recommendations to treat these categories as a reference of university classification in the future. For the specific purposes of this study: (i) investigate the origins and meaning of the world university classification systems; (ii) analyze important countries' university classification systems; (iii) propose the university classification policy recommendations. To achieve the above purpose, research methods of this study are as follows: document analysis, focus group discussions, expert interviews, and case studies. We intend to provide policy incentives, guide the universities to make good use of their respective advantages of resources under the basis of classification, development their characteristics, and improve competitiveness. Moreover, we also suggest keeping researching the follow-up development and related policies of the countries, which is related to the university classifications. |
