| 摘要 | 本計畫依據近年教育改革相關政策中「高等教育國際化」主要聚焦內容： 「擴大招收國際學生」與「促進大學國際競爭力」兩部分，予以細部檢視，了 解其實施成效與相關議題。本研究主要採取文獻探討進行研究，透過相關文獻 整理與分析，回應以下之具體研究目的：1. 檢視我國在主要教育改革政策中針 對高等教育國際化內容的方向與內容；2. 分析我國高等教育國際化政策內容中， 針對「擴大招收國際學生」與「促進大學國際競爭力」的相關政策推行內容及 相關爭議；3. 提出因應我國高等教育國際化內容相關爭議的可行策略。 本研究最終提出結論與建議如下，結論：1. 我國高等教育廣招國際學生已 達預設數量目標，然未能確認實質效益達標程度；2. 攬才、育才、用才之間脫 鉤：我國高等教育機構未能因應國際學生族群需求；3. 我國高等教育國際競爭 力計畫雖提升國際能見度，惟整體實施效益仍待評估；4. 國際卓越發展與本土 學術品質相互消長：國際排名提升並未增進高等教育實際運作品質。建議：1. 確立臺灣高等教育國際化的目標與方向；2. 因應來臺學生背景調整高等教育國 際化環境並強化攬用人才機制；3. 建構「立足本土、開展國際」的臺灣高等教 育。 |
| 摘要(外文) | The research focuses on two main aspects regarding to educational policy, including "recruitment of international students" and "promotion of international competence at higher education level." The research purposes include: 1. to examine the direction of internationalizing higher education in Taiwan; 2. to analyze the contents and issues in the implementation of above two aspects among main educational policies; 3.to propose corresponding strategies to the issues. The research concludes with the following conclusions: 1. the expected goal of recruiting international students is achieved, but cannot confirm the reality of performance; 2. Taiwanese higher education institutions don't respond to international students' various needs; 3. the related research projects on promoting international competence at higher education level do raise international visibility, but the performance as a whole needed to be further assessed; 4. higher education institution's international ranking is improved, but it does not necessarily improve the quality of learning and teaching at local institutions. |
