摘要越南從原來中央管制的經濟體制轉變為以市場為導向的經濟社會,為配合其社會經濟發展,極力著重在推展技職教育,期望培養更多具備專業能力之經濟市場勞動力。唯基於種種因素,其技職教育之制度及素質尚未符合其期望的成效。   我國教育部在2011年推動了「高等教育輸出--擴大招收境外學生行動計畫」,深耕東南亞,放寬了大專校院赴境外設置分校及成立境外專班,要使台灣成為東南亞高階人才培育的重鎮。其實我國技職體制及基礎皆十分扎實,要對國外作宣導輸出,不僅是要招收境外學生,也更應積極的和越南及其他東南亞國家進行教育合作,協助他們建立起類似台灣經驗模式的技職教育體系。本文將深入探討越南技職教育的制度及政策,描述其現況及其所面臨之問題,以及台灣對越南拓展教育的因應策略。
摘要(外文)Since Vietnam started innovation policy, the centrally planned economic mechanism transferred to the socialist-oriented market economic mechanism. In order to train more skilled workers for the economic market, the state developed her technical and vocational education system at large. But due to many obstacle problems, the technical and vocational education quality had not reached what the state required.Taiwan Ministry of Education implemented from 2011 to 2014 the "output higher education-- broadly enrolled from foreign students program". All higher education institutions were permitted to set up a campus or a specialized class in overseas. It hoped to let Taiwan become the important place of fostering high-level talented person for the Southeast Asian nations.   This paper was to investigate the technical and vocational education system in Vietnam, and also made a review for the policy of Taiwan at expanding higher education in Vietnam.
