The cultivation of talents plays a crucial role on societal development and national competitiveness. Therefore, many countries in Asia have been investing educational resources on cultivating talents in various fields. Taiwan is also making efforts by offering government sponsorship, such as Study Abroad on Government Sponsorship System and Co-Sponsored Scholarship with foreign prestigious colleges for outstanding talents to study abroad. Furthermore, we learned that Taiwan started Study Abroad on Government Sponsorship Policy a long time ago based on the literature review and related research. The implementation of this policy cultivates a great number of superior talents who help the development and progress of the country. However, there is room for improvement on issues, such as discipline evaluation, amount of government sponsorship, put their education to use, available quota, and the related regulations. Therefore, it is worthwhile to conduct research on how countries in Asia implement Study Abroad on Government Sponsorship Policy and other projects and provide the results as references to our government for improving educational policies and the cultivation of talents of Study Abroad on Government Sponsorship System. The purpose of this study is to explore the implementation and development of talents cultivation policy of study abroad on government sponsorship in Korea, Japan, Singapore, Thailand, Malaysia, and Vietnam. Multiple research methods, such as literature review, document analysis, and interviews, were utilized to collect information on how Singapore, Korea, Japan, Thailand, Vietnam, and Malaysia implement the talents cultivation policies of study abroad on government sponsorship and present the results to our government as references for the revolution of educational policies of study abroad on government sponsorship.
