The system of textbooks approval and review making the textbooks as a commodity of the publication type, in the market mechanism have to accord the demand of the publishers, reviewers, teachers, and students. This study intends to start from the design methods and principles of the digital learning resources embedded in the textbooks, to explore the current situation and content analysis of the digital learning resources embedded in the elementary and secondary school textbooks. Advance to explore the textbooks reviewer the review- mechanism about how to deal with the digital learning resources embedded in the textbooks, and constructing norms and textbook-review indicator, as a basis for the textbooks publishers and the textbooks reviewers to approval and review the elementary and secondary school textbooks.
